Skin loses moisture rapidly in winter months leading to varying degrees of dryness, from scaling and cracking to fissure and pain. Dryness also causes a winter itch, which initially appears as white flaky skin. If neglected, the skin can thicken and produce a ‘scratch-itch-scratch” cycle, which is difficult to break, especially in exposed areas such as the shin, ankle and neck.

If your skin feels itchy, apply oil and  rub the area with muslin. Avoid scratching as nails remove the superficial layer of skin, exposing it to infections and hardening. If thick dark patches of skin appear, consult a dermatologist.

The use of radiators, central heating, hot water and woolens aggravate dryness, so regulate the indoor environment to ensure it is comfortable but not dry and hot. Use humidifiers or place a bowl of water near the radiator to humidify the air. Sleeping in an overheated room causes fluid retention, making your face appear puffy and producing bags under the eyes.

Wear loose clothes. Tight ones trap heat and cause itching. Wool fibres are covered with  tiny scales that irritate skin and cause itching, so ensure you wear cotton clothing under your woolens. People with atopic dermatitis and other skin allergies should avoid furry wools such as angora.

Wash your face at least half an hour before going out so that the natural oils are secreted and replenished. Though the winter sun is not hot, the ultraviolet rays present in sunlight are at the same level as in summer, making the use of sunscreen a must. Avoid sitting in direct sunlight between 11 am and 4 pm.

Water is key to supple skin but thirst should not be an indicator of water need, drink 8-10 glasses of water daily. Oil-soluble vitamins such as vitamins A and E keep the skin soft and supple. Vitamin A, found in spinach, broccoli, carrots and peas, is a keratolytic that prevents the skin from drying. Vitamin E helps in skin regeneration and is found in walnuts, cod liver oil, almonds and cashewnuts.

Mask for dry hair  

Mix one teaspoon of honey, one egg yolk, half a teaspoon of almond oil and 1 teaspoon of yoghurt. Apply on hair and leave for an hour.

Honey smoothens the hair follicles, egg and almond oil moisturise the hair shaft while yoghurt tightens the scalp pores. Use normal shampoo to wash off after an hour.

To prevent dandruff and fungal infection in the scalp, use a shampoo meant for normal hair. Limit the use of medicated anti-dandruff shampoos to once a week.

'It Takes 34 Minutes For New Shoes To Start Pinching'

 Addicted to trendy stiletto shoes? Please take note of this-the average woman is able to wear her high heels for only 34 minutes before grimacing with pain, finds a new study.

The British survey of 4,000 women aged 18 to 65 found that once they have stepped out of the taxi and into a pub or club, they survive just over half an hour before their feet start to hurt.

Four in 10 women said they take a spare pair of pumps"out of habit"to change into because they know their shoes will rub, found the survey carried out by shoe insert firm Insolia.

And more than half have ended up walking home bare-foot, while one in ten have abandoned their shoes altogether or borrowed someone else's, the Telegraph reported.

According to the survey, a determined one fifth said the prospect of aching feet would not put them off wearing a pair of killer heels.

Erika Gibbins, a podiatrist at Insolia, said:"So many women will be able to relate to these findings, as they've been victims of painful shoes, but persevere with them in the name of fashion.

"It's ridiculous that so many nights out are spoilt so quickly by painful shoes and it doesn't have to be this way.

"The fact the nation's women are resorting to taking a second pair of shoes, and walking home barefoot means they need to do something so they can get to enjoy nights out and not worry about their feet."

According to the survey, the average woman has suffered from foot pain on at least six occasions in the last 12 months.

One in ten have been carried home, while a third have deliberately chosen bars with stools to keep the weight off their feet.

Yet half said they own a pair of killer heels which hurt to wear but put up with the pain because they look great, and three in ten have worn an uncomfortable pair to prove a point to their partner.

The nationwide poll also revealed that the average woman in the UK currently owns 18 pairs, typically spent 35 pounds on each purchase and has a hoard totalling up to 630 pounds.

Is Wireless Radiation Affecting Trees?

Radiation generated by wireless networks that enable our ever increasing online communications has a detrimental effect on trees, a new study has claimed.

The research by a team from Wageningen University in the Netherlands found that trees planted close to a wireless, or wi-fi, router had bleeding bark and dying leaves.

The revelation will raise fears that wi-fi radiation may also be having an effect on the human body and supports parents who have campaigned to stop wireless routers being installed in schools, the Daily Mail reported.

However, findings of a number of studies carried out to measure radiation impact on human health have so far been inconclusive.

The Dutch city of Alphen aan den Rijn had ordered the new study after officials found unexplained abnormalities on trees.

As part of their research, the Wageningen University team took 20 ash trees and for three months exposed them to six sources of radiation.

Trees placed closest to the wi-fi source developed a"lead-like shine"on their leaves that was caused by the upper and lower epidermis-the leaf's skin-dying.

The researchers also discovered that wi-fi radiation could slow the growth of corn cobs.

In the Netherlands, 70 per cent of all trees in urban areas show the same symptoms, compared with 10 per cent five years ago, the study found. However, trees in densely forested areas are not affected.

The scientists behind the research, which has not yet been published, said that further studies were needed to confirm their findings.

The Dutch health agency issued a statement, stressing that"these are initial results and that they have not been confirmed in a repeat survey".

"There are no far-reaching conclusions from its results. Based on the information now available it cannot be concluded that the wi-fi radio signals leads to damage to trees or other plants,"it added.

Other scientists have expressed scepticism.

Marvin Ziskin, a professor of radiology and medical physics at Temple University in Philadelphia, said:"Stuff like this has been around a long time. There's nothing new about wi-fi emissions. Scientifically there's no evidence to support that these signals are a cause for concern."

In 2007, a BBC Panorama documentary found that radiation levels from wi-fi in one school was up to three times the level of mobile phone mast radiation. However, the readings were 600 times below government safety limits.

The new study is to be the subject of a conference in Holland in February.

Some political pros suspect it's a tease, a way for Palin to keep drawing big crowds to her lucrative TV show and books while avoiding the nitty-gritty work of organizing a national campaign, wooing hard-to-impress caucus voters and raising millions of dollars.

Others warn against underestimating her ambition or her ability to snatch the Republican nomination from a dozen men who covet it.

"She may run away with it, and that's something everybody has to be prepared for,"said Mike Huckabee, who won the 2008 Iowa Republican caucus. He is weighing another presidential run, and some feel he wants to set high expectations for a possible rival.

While Palin's fans are loyal and legion, the prospect of her running for president alarms some Republicans. 'Size of mammals grew dramatically after dinosaur extinction'

The extinction of dinosaurs some 65 million years ago made way for mammals to grow in size -about a thousand times bigger than they had been, a new study has found.

The maximum size of mammals in the post-dinosaur era levelled off about 25 million years later, or 40 million years ago, as the ecosystem was able to reset itself relatively quickly, found the study published in the journal Science.

"Basically, the dinosaurs disappear and all of a sudden there is nobody else eating the vegetation. That's an open food source and mammals start going for it, and it's more efficient to be an herbivore when you're big,"said study co-author Dr Jessica Theodor, an associate professor at the University of Calgary in Canada.

"You lose dinosaurs 65 million years ago, and within 25 million years the system is reset to a new maximum for the animals that are there in terms of body size. That's actually a pretty short time frame, geologically speaking,"she said.

"That's really rapid evolution."

The researchers spent about three years searching the existing literature and an extensive fossil database for information about the evolution of mammal dimensions.

They found that many types of mammals living all over the world consistently experienced growth spurts followed by a plateau. By developing a model to explain the growth rate, the team discovered that the maximum size levelled off because of ecological constraints, such as the progressive decline in suitable habitats for colossal animals.

According to Theodor, mammals grew from a maximum of about 10 kilogrammes when they were sharing the earth with dinosaurs to a maximum of 17 tonnes afterwards.

"Nobody has ever demonstrated that this pattern is really there. People have talked about it but nobody has ever gone back and done the math,"said Theodor, one of the 20 researchers from around the world who worked on the study.

"We went through every time period and said OK, for this group of mammals what's the biggest one? And then we estimated its body mass."

The findings, she said, give clues as to what sets the limits on mammal size on land; the amount of space available to each animal and the climate they live in.

The colder the climate, the bigger the mammals seem to get, as bigger animals conserve heat better.

Passive smoking kills over 600,000 a year

Passive smoking kills over 600,000 people, including more than 165,000 children under five, every year in the world, according to a new study.

The study, published in the medical journal The Lancet, is the first to estimate worldwide impact of passive smoking. It found more than half of the deaths are from heart disease, followed by deaths from cancer, lung infections, asthma and other ailments.

Researchers who analysed data collected from 192 countries in 2004 estimated that passive smoking caused 603,000 deaths, which was about one per cent of worldwide mortality.

The exposure to secondhand smoke triggered about 379,000 deaths from heart disease, 165,000 deaths from lower respiratory disease, 36,900 deaths from asthma and 21,400 deaths from lung cancer during that year, it said.

The study led by Dr Annette Pruss-Ustun of the World Health Organisation's's Tobacco-Free Initiative in Geneva and her colleagues also found 47 per cent of deaths from secondhand smoke occurred in women, 28 per cent in children, and 26 per cent in men.

Besides, it was found that 40 per cent of children and more than 33 per cent of male and female non-smokers regularly breathe in second-hand smoke.

More than two-thirds of the children's deaths are in Africa and Asia, where they have less access to important public health services, such as vaccines, and less advanced medical care, the researchers concluded.

"Children's exposure to second-hand smoke most likely happens at home,"the study authors wrote.

"The combination of infectious diseases and tobacco seems to be a deadly combination for children in (Africa and south Asia). And might hamper the efforts to reduce the mortality rate for those aged younger than five years."

Tobacco kills a total of 5.7 million people worldwide each year, including 5.1 million people who die from their own smoking, the report said.

According to World Health Organisation, smoking is the world's leading cause of preventable death.

In an accompanying editorial to the report, Heather Wipfli and Jonathan Samet of the University of Southern California said:"There can be no question that the 1 billion smokers in the world are exposing billions of non-smokers to second-hand smoke, a disease-causing indoor air pollutant.

"Few sources of indoor-air pollution can be completely eliminated. However, smoking indoors can be eliminated - with substantial benefits, as shown by this new set of estimates.

First Planet From Another Galaxy 'Discovered'

Astronomers have discovered what they claim is the first planet from another galaxy.

A team at Germany's Max Planck Institute for Astronomy has found the planet, called HIP 13044 b, around a star which seems to be an interloper from another galaxy - by the way its gravity caused its host star to wobble.

Curiously, the star also contains fewer heavy elements - thought to be needed to build planets - than any other planet-hosting star yet discovered, the 'New Scientist'  reported.

The planet, which is 1.25 times as massive as Jupiter, lies 2300 light years from Earth and orbits a bloated, ageing star slightly less massive than the sun.

The host star, called HIP 13044, is a member of a group of stars called the Helmi stream that have unusual, elongated orbits that bring them far above and below the disc of the galaxy where sun and most other Milky Way stars reside.

The Helmi stars are thought to be remnants of a small galaxy torn apart by the Milky Way some 6 billion to 9 billion years ago.

"This cosmic merger has brought an extragalactic planet within our reach,"said team member Rainer Klement.

Always give at least half-an-hour exclusively to yourself (with no hubby, baby, mommy, papa or television). To achieve this, you may have to force yourself, go ahead and pamper yourself. Love yourself and maintain your self-respect.

4. Love Others:
Depression because of other people, their behavior-Are you depressed because of torn relationship with your partner or because of any of your relatives or friends? Put yourself in their shoes. It may possible that mistake is at their end, then why to let yourself suffer. Talk to them about the matter openly yet calmly. If you are at fault, then admit it.  That’s it. Don't carry the things for long time.

5. Do lots of Physical Activities and Eat Healthy:
I know the most common advice yet important. Physical exercises detox the mind, keep your metabolism fast and help in balancing the hormones also. Prefer stairs to the elevator, take a walk, play badminton, or do anything you enjoy. Shall I open a secret- you know, I’m 35 and play Kho-kho with an age group of seven to ten. Indira Gandhi, world's longest serving woman prime minister, has been ranked by the Time magazine as the 9th most powerful woman of the past century, a list that also includes Mother Teresa.

The list of'25 Most Powerful Women of the Past Century'is topped by Jane Addams, an outspoken advocate for women's suffrage, who was the first American woman to win the Nobel Peace Prize.

Secretary of State Hillary Clinton is ranked sixth on the list.

Besides Gandhi and Mother Teresa, who is ranked 22nd, no other woman from the sub-continent figures in the Time magazine list released yesterday.

"She was the nation's daughter, brought up under the close watch of both her father Jawaharlal Nehru, who was India's first Prime Minister after decades of British rule, and her country,"the Time magazine said.

When Gandhi was elected prime minister in 1966, a TIME cover line had read,'Troubled India in a Woman's Hands'.

"Those steady hands went on to steer India, not without controversy, for much of the next two decades through recession, famine, the detonation of the nation's first atomic bomb, a corruption scandal and a civil war in neighbouring Pakistan that, under her guidance, led to the creation of a new state, Bangladesh,"the Time said.

She served three consecutive terms from 1966 to 1977 and was in the middle of her fourth term from 1980 when she was assassinated in 1984.

By the time she was assassinated, Gandhi was the world's longest-serving woman prime minister, a distinction she holds to this day, the magazine said.

The list of 25 also includes Marie Curie, Madonna, Golda Meir, Angela Merkel, Eleanor Roosevelt, Margaret Thatcher, Oprah Winfrey and Virginia Woolf.

On Mother Teresa, the magazine said:"Born Agnes Bojaxhiu to Albanian parents living under the Ottoman Empire, the petite nun made her way to India in 1929, building her start-up missionary community of 13 members in Kolkata into a global network of more than 4,000 sisters running orphanages and AIDS hospices".

"Sometimes criticised for lacking adequate medical training, not addressing poverty on a grander scale, actively opposing birth control and abortion and even cozying up to dictators, the winner of the Nobel Peace Prize nonetheless inspired countless volunteers to serve, and will wear her white habit all the way to Catholic sainthood,"it said.

Italy's culture ministry is defending Premier Silvio Berlusconi for giving ancient marble statues in his office replacement body parts, to the horror of art restorers.

The ministry, which is led by a close ally of the premier, says not to worry, the hand added to Venus and the penis added to Mars are attached by magnets and can be removed without damage.

For decades, restorers have widely agreed that missing parts of ancient statues should not be recreated.

Rome daily La Repubblica today quoted Vatican Museums director Antonio Paolucci, one of Italy's top restoration experts, as saying "it's a pity"  restorers didn't say no to Berlusconi's request to add parts to the statues in Chigi Palace, the premier's office.

Sleeping with lights on 'could cause depression'

Can't sleep without a dim light in the night? Please take note: It could lead to depression, scientists claim.

Neuroscientists at the Ohio State University in the US found that sleeping regularly with a dim light on adversely affects the chemical balance and structure of the brain.

Such a night light, often used in a child's room, seems to interfere with secretion of the hormone melatonin that helps let the body know it is night time, they said.

"Even dim light at night is sufficient to provoke depressive-like behaviours in hamsters, which may be explained by the changes we saw in their brains after eight weeks of exposure,"study co-author Tracy Bedrosian was quoted as saying by the Telegraph.

For example, she said they drank less sugar water.

For their study, the scientists compared two sets of Siberian hamsters-one group that was exposed to a dim light at night and the other which enjoyed complete darkness.

When they examined the hamsters'brains they found those exposed to dim night light had less dense networks of dendritic spines in a part of the brain called the hippocampus.

Dendritic spines are the hairlike growths on brain cells that transmit chemical messages from one cell to another.

Bedrosian, who presented the research at the annual meeting of the American Society for Neuroscience in San Diego, added:"The hippocampus plays a key role in depressive disorders, so finding changes there is significant."

Earlier studies in mice have found that those exposed to bright light at night tend to become depressed and put on weight.

India: Upheaval by 2030, Drought Here, Flood There

The risk of climate change in India has been growing in leaps and bounds. Union Forest and Environment Ministry's latest report states that with the impact of fast climate changes, India may have to prepare it to face  1.7to2.2 degree Celsius rise in temperature by the year 2030.

The first report ever by India on sensitive issues like climate change also states that Himalayan region of India will extremely face drought where as other parts of the country will have heavy rains and flood. By 2030, sea level in coastal areas of India will increase by 1.33 mm per annum. Above all, if compared to 1970, temperature and sea level both will increase to a sharp point by 2030.As compared to now, number of cyclones will decrease by 2030, but the intensity and speed of the cyclones will be hugely increased by then. Unlimited emission of green gases will be the main reason behind this.

According to the report of Indian Network for Climate Change Assessment  of hundreds of institutions and over 200 scientists, there will be a heavy upheaval in the pattern of rainfall. It will rain like cats and dogs in Jammu & Kashmir, Himachal Pradesh and other Himalayan regions; on the contrary, North-east India will have to cope with low rainfall.

This is not enough. There will be a significant impact of this climate change in India especially on agriculture, water resources, forests, and above all, human health. The nutritious fruit apple from Himalayan region will disappear naturally. Scientists have calculated that in irrigated agriculture, there will an increment in rice production, but this will disturb the production of many other crops including maize. Furthermore, milk production will be also lesser by 2030.

However, some environment analysts recommend that this is just an assessment report and there is nothing to worry too much. They further add that we should consider it as a warning and work upon them to formulate future policies for overcoming the worst impact by 2030.

Poor are better at empathy than the rich

It's said that money can't buy you happiness, now a new study finds that it neither buys you empathy or at least the ability to convey it.

In multiple experiments, researchers at the University of California (UC) found that people of high socioeconomic status were worse at judging other people's emotions than those of low socioeconomic status.

The reason why the poor are better at empathy than the wealthy may be that they have to be more responsive to others to get by, said study author Michael Kraus, a UC postdoctoral researcher in psychology.

"You can see how being empathic provides a better ability to respond to social threats. It also gives you an opportunity to respond to social opportunities,"Kraus told LiveScience.

Kraus'earlier research has found that the rich are ruder than poor in conversations with strangers. They've also found that the poor are more generous with their wealth than the rich. Their greater empathy could be the root of that charity, Kraus said.

"They're vigilant of other people's need, and they respond when they see it,"he said.

For their study, published in the journal Psychological Science, the researchers conducted three experiments to tease out the empathy gap between rich and poor.

In the first, they focused on the educational aspect of socioeconomic status (SES), for which they recruited 200 university employees, ranging from office support personnel to educators to managers.

They then collected data on the volunteers'educational attainment and asked them to identify facial expressions in a series of photographs.

Those who completed only a high-school education scored an average of 7 per cent higher than those with a college education.

Next, the researchers had 106 students interact with one another in fake job interviews. They were asked to rate their own emotions and the emotions of their partners during the interview.

Those who reported being higher on the socioeconomic ladder scored worse at accurately guessing their partners'emotions.

"It was across gender, across ethnic backgrounds,"Kraus said."You really see lower-class individuals showing this greater empathic accuracy in the study."

Finally, the 81 students looked at 36 close-up photographs of eyes and judged the emotions portrayed in the pictures. Sure enough, those manipulated into seeing themselves as lower-class scored 6 per cent better than those manipulated into perceiving themselves as well-off.

That was a critical finding, Kraus said.

"If you manipulate, then you can talk about class leading to empathy.

Sketch of medieval English King Richard II's skull 'found'

Archivists have discovered sketches of medieval English King Richard II's skull and bones among medieval tomb relics in a museum basement.

Objects thought to have come from inside the tomb were found inside a cigarette box by a team cataloguing the papers of the National Portrait Gallery's first director, Sir George Scharf, the'Daily Mail'reported.

The box contained fragments of wood, possibly from the coffin itself, and a piece of leather, thought to have been part of the king's glove.

The archivists say that the leather matches the gallery director's sketch of a glove which was contained inside the coffin.

The gallery's director was invited to see the opening of the royal graves at Westminster Abbey and the date on the cigarette box-August 31, 1871-matches that of his visit.

The gallery's founding director, who frequently attended the opening of graves and witnessed those of Richard II, Edward VI, Henry VII, James I and Elizabeth of York, also made careful sketches of the skull and bones of the king, with detailed measurements.

Krzysztof Adamiec, National Portrait Gallery assistant archivist, was quoted by the British newspaper as saying,"It was a very exciting discovery and one that reveals the hidden potential of Scharf's papers.

"By matching diary entries, with sketches, notes and other material in the collection a unique record is revealed. Scharf meticulously recorded almost everything he saw and experienced."

Sir George Scharf was appointed in 1857, shortly after the gallery was founded.

Muslims mark Eid al-Adha, but war and disaster cast a pall

Muslims around the world today marked Eid al-Adha with prayers and ritual sacrifices, but celebrations in some countries were overshadowed by war, natural disaster and soaring livestock prices.
Eid al-Adha, or the Feast of Sacrifice, honours Abraham's willingness to sacrifice his son Ishmael on the order of God, who according to Islamic tradition provided a lamb in the boy's place. For the almost 2.8 million people on the Islamic hajj in Mecca, it was a day for the ritual stoning of the devil, or Ibleess."We are expelling the devil from our minds,"said Jordanian Marwan Mashah, after throwing seven pebbles at one of the stone structures symbolising Satan. For the hajj pilgrims, though, the animal sacrifices for Eid al-Adha are mostly a hands-off affair. The pilgrims buy coupons -- available online and at ATMs -- under a programme managed by the Jeddah-based Islamic Development Bank, to have a goat or sheep or camel slaughtered on their behalf, after which the meat is frozen and sent off to the needy in 24 countries. Most of Pakistan's Muslims faced skipping the livestock sacrifice as cattle prices have more than doubled in the wake of the country's fatal floods."So many animals were killed by the floods -- this is basically the reason for the high rates,"Hijab Khan, a cattle trader at a market in the outskirts of the northwestern city of Peshawar, told AFP. Austerity also marked Eid in the impoverished Gaza Strip, where the Israeli blockade has hiked Palestinian unemployment and left many families with little spare cash for the four-day holiday.

'Married adult loses 730 hr of sleep due to partner's snoring'

The average married adult in Britain loses around 730 hours sleep a year because of their partner's snoring and fidgeting, a survey has revealed.

According to the survey, husbands and wives are typically deprived of two hours a night- four years over a 50-year marriage-due to their other half's noisy breathing or constant turning.

Women are more likely to be kept awake by snoring while the biggest bugbear for men is fidgeting,the poll found.

Of 3,000 people polled, 40 per cent complained that their partner hogged the bed while 30 per cent said they fought over the duvet. It also found 47 per cent of people fear their sex life would go downhill if they didn't share a bed with their partner.

The survey was conducted for pudding makers Lovetub.

Laxminagar Building Collapse- Life Collapse or Law Collapse?

Another ghastly building collapse in Delhi after Metro bridge collapse! The grave incident shattered the heart of India. Four-storey building that is fifteen-year-old collapsed in the congested area of Laxminagar, Delhi resulting in the murder of more than hundred poor people. All poor people were of the labor class.

What is the reason of Collapse?  The foundation of the old building could have been weakened when water of the Yamuna River flooded the area. But was that the reason of collapse? An illegal fifth floor was also under construction when the four-storey building came crashing down.

When any new construction is done, a certificate is issued mentioning the life span of the building. Once the life span of the building is over (or we had better say when it is expired), the building should be demolished and rebuilt. Otherwise these types of incidents will keep reoccurring. Will the chief minister take action to identify all unauthorized or overly aged constructions in Delhi and bring them down?

What is Government Doing?  Delhi Government pretends to be awaken by the mishappening and MCD is ordered to conduct a survey on all buildings in that zone of Delhi to prevent building collapse in future. The kind Delhi Government mercifully announced an ex-gratia of Rs two lakh each to the families of those killed and Rs one lakh to those injured. Can money really compensate the loss of life? If a family member of a rich will be killed then even Delhi Government will offer the same? Most of the workers killed were the only earning hand of the family.

Who Is Responsible? is a case of negligence— negligence of Delhi Government of constructing unauthorized floors above the building or letting people die, by allowing mass of buildings near Yamuna River Bank. The area of east Delhi is so busy and congested that it was very difficult for cranes to go in to rescue the trapped workers under the debris of collapsed building. Or, no care was there, as it was the home to poor. Who is responsible? Blame is on everyone Government officials, contractor, property owner, tenants, laborers, Delhi population, nature or etc. Government must fill the vacuum. A quick enquiry should be setup to go into root cause of the incident.

What Government Should Do?  Delhi chief minister Sheila Dikshit knows well how to make resentful faces when people bitterly criticize this incidents. She tried to sympathize by saying that strict action will be taken against found wrongdoing. But when? After few weeks& months, everybody will forget the incident. So will the Government. Again, how will be wrongdoing found? We are talking about corruption also. Nobody is thinking, how to keep track on it? Government needs to develop a standard operating procedure for each work. Every work or procedure should have a timeline and assigned officials should finish it in the particular time. If deadline is crossed, Government should take a strict action against those officials (even the termination of the employment should be done). Yearly or quarterly, performances of Government employees should be evaluated. There can be several other measures Government can implement to lessen the wrongdoings within time. To prevent these incidents in future, Government should make strict laws and most importantly should know how to implement them.

'Greediness Gene' Makes People Fatty

Struggling to shed flab despite a strict diet regime? You may be carrying the "greediness gene", say researchers.

A new study by Oxford University and Medical Research Council in Britain has revealed the rogue gene, FTO, linked to obesity makes people fat by boosting appetite, a finding which could pave the way for drugs that take the edge off appetite.

In fact, this deep-seated drive to eat could also explain why so many slimmers succumb to temptation, no matter how strong their initial resolve to lose weight, the'Daily Mail'reported.

For the study, the researchers studied the FTO gene, which, when discovered in 2007, was the first widespread genetic flaw to be linked to obesity. Mice bred to have extra copies of the rogue gene were healthy but ate more and became heavier than normal rodents, the findings revealed.

"For the first time we have provided convincing proof that the FTO gene causes obesity. The next step is to understand how it does this, for instance whether it increases appetite by influencing our brain or alters messages from our fat stores and other tissues.

52 Per Cent Americans Oppose Sarah Palin

The number of Americans viewing Sarah Palin, a top Republican leader, unfavorably has hit the highest point of 52 per cent, since she burst onto the national stage over two years ago, according to a new poll.

A new survey by Gallup suggests more than half of Americans hold a negative view of the former Alaska governor, the highest unfavorable rating Palin has ever registered since John McCain tapped her as the 2008 Republican Vice Presidential nominee.

Her 40 per cent favorable rating, meanwhile, ties her lowest score in Gallup history, registered in the fall of 2009 shortly after the glamorous politician quit her post as governor.

The latest results come from a November 4-7 Gallup poll, conducted shortly after the mid-term elections delivered some big wins as well as losses for Tea Party movement candidates, for whom Palin had actively campaigned for.

Palin's image has consistently tilted negative since July 2009, and was nearly as negative in October 2009 as it is today, the Gallup said, adding that public views on her were also more in red than in green just before the 2008 election in which the US President Barack Obama handily defeated the Republican ticket.

By contrast, Americans'initial reactions to Palin after her debut at the Republican National Convention that year were mostly favorable, it said.

Now, the 2010 midterms are over, the big question swirling around Palin is whether she will run for the 2012 Republican presidential nomination.

"Given her high name recognition and broad popularity among Republicans, 80 per cent of whom now view her favorably, she is clearly in a strong position to seek it,"the Gallup said.

However, her negative image among the other party groups- 81 per cent of Democrats and 53 per cent of independents view her unfavorably, while fewer than 4 in 10 view her favorably -- casts some doubt on her viability in the general election, the agency added.

Genes that mutate in prostate cancer 'identified'

In what could pave the way for new treatments for prostate cancer, scientists claim to have identified genes which mutate in the disease.

A team at the Queen Mary University of London has discovered that male sex hormones called androgens play a key role in promoting the fusion of two specific genes-TMPRSS2 and ERG-which fuel the growth of prostate cancer in men.

In fact, these mutant genes, which have been found in several cancers, form when DNA from different parts of the genetic region of cells merge, say the scientists.

According to them, identifying the genes that are regulated by these hormones is a major step forward in finding new therapies for the disease, British newspaper'The Daily Telegraph'reported.

Dr Yong-Jie Lu, the lead scientist from the university's Institute of Cancer, said:"This is a significant discovery and a major breakthrough into the future prevention of the disease. It could also lead to new treatments.

"If we can learn how to control and manage androgen levels, there is a strong possibility that we may be able to help thousands of men, especially those known to be at high risk from a family history of prostate cancer, from developing the condition altogether."

The research, published in the'Cancer Research'journal, was funded by the male cancer charity Orchid and the Medical Research Council.

Rebecca Porta, chief executive of Orchid, said:"Every year over 35,000 new cases of prostate cancer are diagnosed in the UK. We need to improve our understanding of this disease and to identify new ways to treat and manage it.

"The work of Dr Yong-Jie Lu is an important step in this direction. We are very pleased to be supporting his research programme.
